The Greek island of Chios will be promoted through a far-reaching program to be carried out by the municipality and the Greek National Tourism Organization (GNTO), announced Migration Minister Notis Mitarachi.

The Greek minister recently met with GNTO Secretary General Dimitris Fragakis and Chios Mayor Stamatis Karmantzis to discuss ways to promote the island and increase tourist flows.

In addition to a series of ongoing upgrade works expected to contribute to the increase in arrivals, Mitarachi said the ministry would be allocating 500,000 euros to the Chios Municipality to jointly formulate a targeted marketing strategy for the island in collaboration with the GNTO.

The agreement, to be finalized in the coming weeks, foresees the international promotion of Chios for a 12-month period to be implemented in three phases.

“Tourism is a key pillar of development for Chios in the coming years… but promotion is necessary,” said Mitarachi referring to additional funds channeled for the promotion of the island in the past in efforts to restore its reputation after the refugee crisis.

“The refugee issue is no longer a topic of discussion for future visitors to the island. It is no longer putting a disproportionate burden on the island,” he said.

Mitarachi went on to express his optimism, adding that there was still more room for improvement. In this direction, he said the creation of a private tourism promotion agency, support from the Chamber and from local stakeholders is crucial to the island’s tourism development.

“Chios is one of the 10 Greek islands which are on a development path and in the coming years will play a very important role as part of a new type of tourist product,” said Fragakis.

Greece’s Waterway Committee, made up of representatives from the Civil Aviation Authorityport authorities and the fire brigade, completed an inspection this week of the Patra waterway, a project approved in 2017.

The waterway will be managed and operated by Patra Waterway, in which Greek Water Airports (Ellinika Ydatodromia) is a majority partner.

Grecian Air Seaplanes will be carrying out the flights from Patra to the Ionian and Saronic islands and to Peloponnese destinations as well as to other destinations to be included on its network.

Indicative seaplane flight times from the Patras Waterway to Athens will be 45 minutes, to Corfu (55 minutes), Spetses (42 minutes), Pylos (38 minutes), and to Kefalonia (28 minutes).

“The return of seaplanes to our city will maximize its brand name, attracting Greek and foreign tourists to visit Patra and Western Greece,” said Patra Port Authority CEO Panagiotis Tsonis, adding that this was the final stage of the licensing procedure for the Patra waterway to be the first to open in Greece.

Also commenting on the news, Greek Water Airports SA Founder and Managing Director President Tasos Govas, said that the Patra Waterway, once operational, would serve as “guide” for the creation of an extensive network of waterways across the Peloponnese, allowing fast, safe and flexible movement of residents and tourists.

Three years ago, a 12-year concession deal between the city’s port authority and Patra Port Waterway made up of Greek Water Airports SA and Hellenic Seaplanes was finalized, granting Patra Port Waterway the right to operate, manage and exploit a waterway airport on the northern side of the port.

Nato has formally launched the process to bring Sweden and Finland into its military alliance. But a key condition for Nato member Turkey is the handover of more than 70 people described by its president as terrorists.

The leaders of the two Nordic nations say they are taking the issue seriously, but ultimately extradition is up to the courts not politicians. So who does Turkey want and could they ever be deported to Ankara?

Turkey’s demands

Sweden and Finland applied to join the West’s defensive alliance after Russia launched its war in Ukraine. Turkey was the only one of Nato’s 30 member states to block their bids until the two Nordic states agreed to a set of demands – including handing over individuals with alleged terror links.

Under a memorandum signed at a Nato summit last week, Finland and Sweden agreed to address Turkey’s “pending deportation or extradition requests of terror suspects expeditiously and thoroughly”, with “bilateral legal frameworks to facilitate extradition”.

President Recep Tayyip Erdogan said Sweden had promised to extradite 73 “terrorists” and had already sent three or four of them. Pro-government Turkish daily Hurriyet published a list of 45 people, including 33 sought from Sweden and 12 from Finland.

Sought by Turkey

Turkey is particularly keen on the handover of individuals it considers linked to the Kurdistan Workers Party (PKK), considered a terror group by the EU, US and UK. It is also after followers of exiled Turkish cleric Fethullah Gulen. Gulenists are blamed by Turkey for a failed coup against President Erdogan in 2016.

The BBC has spoken to three of the people sought by Turkey.

Bulent Kenes: Journalist

For years, he was editor-in-chief of Today’s Zaman, a major English-language daily in Turkey, before it was shut down in 2016. Now, he lives in exile in Stockholm.

Turkish authorities accuse him of being part of the Gulen movement, or what they call the Fethullah Terrorist Organisation (Feto). It is known for its network of schools and is not considered a terror group in the EU, UK or US.

Mr Kenes said he became a target for his outspoken criticism of President Erdogan and faced accusations of plotting to topple the government: “All the allegations are fabricated. I am an independent journalist with no affiliations with any organisation.”

He was given a suspended jail term in 2015 for “insulting the president”, in a tweet that said Mr Erdogan’s late mother would be ashamed of him.

Insulting President Erdogan remains a common charge today, with 17 journalists and cartoonists put on trial in the first three months of 2022, according to independent Turkish organisation Bianet.

Bulent Kenes believes he has become a bargaining chip between Mr Erdogan and Sweden in Nato negotiations.

He is not particularly afraid of being extradited, as that would be a “betrayal of Sweden’s own values” of democracy and protecting dissidents. “This is not a test for the Erdogan regime… this is a test for the Swedish authorities,” he said.

Fatih: ‘Reformed arsonist’

Others on Turkey’s list are far less prominent. Fatih, a Finnish Kurd, was part of a group of five young men who set fire to the door of the Turkish embassy in 2008.

Now a 37-year-old business owner and entrepreneur, he told the BBC he regretted what he did: “At that time, my life was messed up, I had many kinds of problems.”

He was surprised to find his name on the list as he finished serving a 14-month suspended sentence long ago – and paid damages to the embassy. Finnish authorities granted him citizenship a few years ago and considered the embassy case closed, he said.

Turkey accuses him of being a member of the militant PKK, which calls for greater Kurdish self-governance and is involved in an armed struggle with the Turkish state.

Fatih said he had no ties or ideological connections to the PKK, and believed he was targeted purely because of his Kurdish background.

Kurds make up 15-20% of Turkey’s population but have faced persecution in Turkey for generations. The government in Ankara is trying to ban the pro-Kurdish HDP party, the third biggest in parliament.

While Fatih did not believe he would be extradited as a Finnish citizen, he feared harassment in the local Turkish community or possible arrest abroad at Turkey’s request. He said he was very sad that Finland was having to “fight for him”.

Aysen Furhoff: Teacher who fled

Aysen Furhoff came to Sweden after serving five years of a life sentence in Turkey for trying to “subvert the constitutional order” when she was 17 and a member of the Turkish Communist Party. She said she was offered protection in Sweden after being tortured in jail.

Now 45, she lives in Stockholm with her husband and daughter and works as a teacher, and insists she is no longer involved in Turkish politics.

“I left Turkey 20 years ago. If I get sent there, they will have no use for me. Everyone I know is either dead or in prison. That’s why being on the list was surprising – who am I to them?”

Ms Furhoff says she is also being prosecuted in Turkey for being a PKK member. She admits collaborating with them for three months some 25 years ago.

While she no longer sympathises with the PKK, she denies they are a terror group and believes they should be part of discussions for a negotiated peace in Turkey.

Citing Swedish law, she is not worried about extradition but finds it hard to believe she could be an important case for Ankara.

Barriers to extradition

Legal requirements in Sweden and Finland make it very hard for Turkey to extradite the kind of numbers it wants:

  • An independent court has the final say on extradition – not politicians
  • Citizens of neither Sweden nor Finland can be extradited
  • Foreign nationals can be extradited – but only if in line with the European Convention on Extradition
  • Extradition is not allowed for political crimes or to countries where people risk persecution
  • Alleged offences must be seen as a crime in Sweden or Finland.

According to Swedish newspaper Dagens Nyheter, of the 33 Swedish names listed in Turkish media, 19 have already been rejected for extradition by Stockholm’s Supreme Court.

“We cannot go through earlier cases that have already been processed,” said Chief Justice Anders Eka.

Finland has extradited two people to Turkey out of more than a dozen requests over the past decade. The justice ministry says no new requests have been received and it has promised the Kurdish community there will be no change to the law.

Possible backlash

If Turkey’s demands are rejected, it could withdraw its support for the Nordic nations’ accession to Nato, says Murat Yesiltas of pro-government think tank Seta.

Parliaments in all 30 Nato countries will need to approve Sweden and Finland as members and that includes Turkish lawmakers. So Mr Yesiltas warns it is also about the “dignity of the Turkish parliament”.

Other commentators suggest Ankara’s push for extradition may be an Erdogan re-election strategy, or a tool to help land a US weapons sale.

There is little chance of Sweden or Finland handing over anyone on the list any time soon.

One former PKK member on the list, Cemil Aygan, has been targeted for extradition by Turkey in the past but believes Sweden’s Supreme Court will stand in its way. “If Sweden were to hand me over, my life would be over,” he told public broadcaster SVT.

Turkey on Friday lashed out at Sweden after an effigy of Turkish President Recep Tayyip Erdogan was hung upside down from a lamppost in Stockholm during a pro-Kurdish demonstration.

Turkey angered by ‘hate crime’ in Stockholm

Turkish Foreign Minister Mevlut Cavusoglu said Sweden “cannot escape its responsibilities” by only condemning the act, which occurred on Wednesday. During a press conference alongside Italian Prime Minister Antonio Tajani, Cavusoglu said the demonstration was “racist” and a “hate crime.”

“This action took place in the center of the city, right in front of the municipality, in front of everyone,” he said. “Sweden has a responsibility here.”

He said the Kurdish PKK organization was “laying mines on the path of Sweden’s NATO membership.” The PKK is considered a terrorist organization by not only Turkey but also the US and EU.   

Turkey, a NATO member, has called on Sweden to crack down on Kurdish militants as it seeks to join the 30-country defense alliance. Under NATO rules, all members of the organization must agree unanimously to allow an aspiring nation to join.

Neutral throughout the Cold War, both Finland and Sweden applied to join NATO in the aftermath of Russia’s invasion of Ukraine. But Turkey objects to the Nordic countries’ history of welcoming asylum seekers, many of them Kurds, who Ankara considers terrorists.

“Sweden and Finland made a commitment concerning what they can do and put their signature on it,” Cavusoglu said. Sweden, along with fellow NATO aspirant Finland, signed an agreement with Turkey to placate Ankara’s security demands. 

Cavusoglu said Turkish, Swedish and Finnish representatives will convene for a third meeting in Brussels.

Turkish state media reported that Turkish prosecutors are probing the incident in Stockholm. The footage of the effigy was posted online by the so-called Solidarity Committee for Rojava, a reference to Kurdish areas of northern Syria.

The Kurdish group posted pictures of the effigy next to photos of Italian dictator Benito Mussolini’s 1945 execution. “History shows how dictators end up,” the Rojava Committee tweeted, comparing Erdogan to Mussolini.

Effigy incident ‘extremely serious’ and ‘dangerous for Swedish security’

Swedish Prime Minister Ulf Kristersson condemned the effigy incident on Friday, also saying he thought it was designed to derail his country’s NATO bid.

“People tried to show their views on the Swedish NATO accession through a disgusting way of portraying President Erdogan in almost something looking like an execution,” Kristersson told reporters after a meeting with visiting European Commission President Ursula von der Leyen.

“I would say this is sabotage against the Swedish NATO application,” he said. “It is dangerous for Swedish security to act in this way.”

Kristersson also said it was “extremely serious” to carry out a “mock execution of a foreign democratically elected leader” in a nation that has witnessed similar types of political violence. Swedish Foreign Minister Anna Lindh was stabbed to death in 2003, while Social Democrat Prime Minister Olaf Palme was assassinated in Stockholm in 1986.       

Turkey earlier this week summoned the Swedish ambassador over the Stockholm protest. The speaker of Turkey’s parliament, Mustafa Sentop, also called off a meeting with Swedish parliament speaker Andreas Norlen set for next Tuesday.

Norlen told the Swedish news agency TT that it was “regrettable that the visit has been canceled.”

Kurdish militants are a sensitive issue for Turkey, as the PKK has waged a bloody insurgency against the Turkish state since 1984, with thousands of people having died during the conflict. Some Kurds believe an independent Kurdish nation should span the area around the borders of Turkey, Iraq, Syria and Iran.

Turkey has frequently launched cross-border attacks in Iraq and Syria, targeting Kurdish militants.

A senior member of the main opposition Republican People’s Party (CHP) has claimed that Turkish Interior Minister Süleyman Soylu has an 8,000-strong army of internet trolls led by one of the ministry’s undersecretaries, Turkish Minute reported.

CHP parliamentary group deputy chairman Özgür Özel on Thursday held a press conference at parliament to expose facts about Soylu and said he has used a troll army since he became interior minister in 2016.

Özel said the cyber army the minister used mainly to spread disinformation on social media and target prominent social and political figures who criticized him or didn’t embrace the ruling Justice and Development Party (AKP)’s ideals and practices was being led by his undersecretary, Emin Şen.

Appointed to the post in October 2016, two months after Soylu became minister, Şen traveled around Turkey and taught people how to work as internet trolls for Soylu, Özel said, adding that he owns two companies, Native Technology and SM360 Agency, although he, like all civil servants, is subject to the prohibitions of establishing a company and being a company manager.

Showing screenshots of the messages sent on the Telegram encrypted messaging app, Özel claimed that Şen controlled an army of some 8,000 trolls through his companies that provide “social media management” services.

The lawmaker further said Şen also manages the social media accounts of Turkey’s Security Directorate General and the Gendarmerie General Command and uses them as “shields” to protect Soylu when he draws criticism from opposition figures.

According to Turkish media reports, the Interior Ministry said in a note sent to journalists that Şen was neither a civil servant nor did he hold the position of the minister’s adviser, as claimed by Özel.

However, it was revealed that a post shared on Facebook by the Aydın Governor’s Office in 2020 which included a photo of Şen also described him as an undersecretary to the interior minister, according to local media.

Şen, who has a page on the ministry’s website, was also referred to as an undersecretary to a minister. But his title was changed from “undersecretary” to “advisor” during Özel’s press conference, Turkish media reports said.

Soylu mobilized the troll army in April 2020 after he announced his resignation in the wake of growing criticism over his ministry’s declaration of a 48-hour curfew due to the COVID-19 pandemic, two hours before it went into effect, prompting tens of thousands of Turks to start panic buying. Turkish President Recep Tayyip Erdoğan then declined to accept the minister’s resignation.

Turkish prosecutors have opened an inquiry into an incident in Stockholm in which an effigy of President Recep Tayyip Erdogan was strung up, state media said, adding further diplomatic strain to Sweden’s bid to win Turkey’s approval to join NATO.

Footage first shared on Twitter by the so-called Swedish Solidarity Committee for Rojava showed an Erdogan effigy hung by its feet outside Stockholm city hall with a few people standing by.

Swedish Prime Minister Ulf Kristersson told broadcaster TV4 on Friday that the act was “extremely serious” and he considered it an act of sabotage against the NATO application. Police said they had no knowledge of the incident until it was over.

NATO member Turkey summoned the Swedish ambassador on Thursday over the incident, which comes after months of efforts by Stockholm to win Ankara’s backing for the bid it began after Russia’s invasion of Ukraine last year.

Ankara has said Sweden needed to take a clearer stance against groups it sees as “terrorists”, including predominantly-Kurdish militants and the organisation it blames for a 2016 coup attempt.

Turkish state-owned Anadolu Agency said the investigation was launched after Erdogan’s lawyer filed a legal petition.

“A criminal complaint has been filed with the Ankara chief public prosecutor’s office, demanding that an investigation be launched against the perpetrators,” the president’s lawyer Huseyin Aydin wrote on Twitter.

Echoing pro-government Turkish media that broadcast footage of the incident, Aydin said it was understood to have been organised by the Kurdistan Workers’ Party (PKK), which is designated as a “terrorist” organisation by Turkey, the European Union and the United States.

‘A sabotage against’ NATO application

Sweden and Finland signed a three-way agreement with Turkey last year aimed at overcoming Ankara’s objections to their NATO bids, which were made in May and require the approval of all 30 NATO member states.

Kristersson told TV4 “the risk is there” that the incident could affect the NATO process.

“It is aimed, I would say, as a sabotage against the Swedish NATO application,” he said. “It is dangerous for Swedish security to act in this way.”

A diplomatic source said Turkey conveyed its reaction to Swedish Ambassador Staffan Herrstrom at its foreign ministry on Thursday. Stockholm confirmed he had been summoned.

Erdogan’s spokesman Ibrahim Kalin condemned the “disgusting and heinous” protest and said Swedish authorities were obliged to take concrete steps under the law and the deal with Turkey.

“Unless the activities of terrorist organisations are halted, it is not possible for the NATO membership process to progress,” he said on Twitter.

Similar condemnations came from other Turkish officials, with parliament Speaker Mustafa Sentop cancelling a visit that his Swedish counterpart was set to make to Turkey on January 17.

On Sunday, Kristersson said Sweden was confident Turkey would approve its NATO bid but would not meet all the conditions Ankara has set.

UK-based solar energy firm Hive Energy has shared plans to build 4GW of solar and battery storage capacity in Turkey.

The company intends to build the projects in 30 locations across the country with an investment of around $4bn.

It has applied for clearance to develop co-located solar and battery storage projects with capacities ranging from 11MW to 230MW.

The projects have been proposed across 19 cities in Turkey, from Gaziantep in the country’s south-east to Balıkesir in the west.

Hive said that the grid capacities are expected to be given pre-licence by the first quarter of this year.

Following this, the company will begin discussions with international funds and financial institutions to attract foreign direct investment to Turkey.

Hive Energy Turkey general manager Tolga Metin said: “At Hive, we are implementing forward-thinking processes related to the projects.

“When the process advances to a certain point, we start negotiating with several funding and financial institutions.

“The UK is home to various proficient funding agencies, and as Hive Energy has ties to these funding institutions for years, we hope to quickly find suitable partners for the funding of these projects.

“Once licenses are granted in the coming months, the building process of the projects will commence.

“The capacity of current applications corresponds to 350 times more than our current installed capacity in the country.”

Hive Energy has been present in Turkey since 2015 and has completed one project in the country.

The company currently has a 26GW development pipeline across 20 countries, which includes solar, battery, wind, green hydrogen and green ammonia projects.

In January last year, it signed a co-development agreement with Public Power Solutions (PPS) and Ethical Power to develop a solar and battery asset pipeline.

The three companies aim to fund, build and manage 250MW of energy capacity over the next two years

Iran has welcomed the possibility of a rapprochement between its ally Syria and Turkey, the main backer of the political and armed opposition to Damascus for more than a decade.

“We are happy with the dialogue taking place between Syria and Turkey, and we believe that it will reflect positively between the two countries,” Iranian Foreign Minister Hossein Amirabdollahian said on Friday during a visit to Beirut.

He made the comments on the heels of a statement by Syria’s president, Bashar al-Assad, that said a Moscow-brokered rapprochement with his foe Turkey should aim for the end of Ankara’s “occupation” of northwestern Syria, one of the few safe havens for the opposition.

He also said that Turkey had to halt support for “terrorism”, an apparent reference to support for the rebels.

Al-Assad made the remarks on Thursday in a meeting in Damascus with the Russian presidential envoy for Syria, Alexander Lavrentiev. The comments followed a meeting between the Turkish and Syrian defence ministers in Moscow on December 28.

Moscow is supporting a rapprochement between Damascus and Ankara. The aim is to have meetings between the two countries’ foreign ministers and eventually presidents.

Lavrentiev said Moscow viewed the defence ministers meeting “positively” and hoped to develop talks “to the level of foreign ministers”, Syrian state news agency SANA reported.

The rapprochement, al-Assad said, “should be coordinated between Syria and Russia in advance in order to … produce tangible results sought by Syria”.

The comments were al-Assad’s first publicly reported remarks on meetings between ministers from Ankara and Damascus after more than a decade of enmity between the two neighbours.

Turkey has been a major backer of the opposition to al-Assad since the start of the civil war 12 years ago and has sent its own troops into large parts of northern Syria.

Turkey still needs to approve Sweden’s application – and has made that conditional on Stockholm cracking down on groups that Turkey describes as terrorists, including those it blamed for the effigy.

A Swedish minister branded the stunt as “deplorable”, but Turkey said the condemnation was not enough.

Images of the hanged effigy of Turkish President Recep Tayyip Erdogan near Stockholm City Hall were published on Wednesday by a pro-Kurdish group called the Swedish Solidarity Committee for Rojava.

The group implied it wanted to evoke the hanging of Italy’s wartime fascist dictator, Benito Mussolini. It urged Mr Erdogan to “take the chance to step down now, so you don’t end up upside-down in Taksim Square”.

Turkey’s Foreign Minister Mevlut Cavusoglu blamed the stunt on the Kurdistan Workers’ Party (PKK) and the Syrian Kurdish YPG militia – both of which Ankara calls terror groups.

Sweden has vowed to distance itself from both groups in order to gain Turkish support for its Nato bid, which has faced months of delays.

Turkey has said Sweden’s new centre-right coalition government, which is backed by a far-right party, has been “more determined” and easier to work with than the previous one, but the protest has triggered fury.

Mr Cavusoglu told state media that Sweden had a choice: either “turn a blind eye to this and bow down to it” or keep its promises to take action against “terror groups”.

Turkey has summoned the Swedish ambassador over the incident and cancelled a visit to Ankara by Sweden’s parliamentary Speaker.

And prosecutors in the Turkish capital have launched an investigation, according to Anadolu news agency.

Swedish Prime Minister Ulf Kristersson said the protest was an act of sabotage against his country’s Nato application, and dangerous for Sweden’s national security.

He told TV4 it was “extremely serious” to put up “a kind of mock execution of a foreign democratically elected leader” in a country like Sweden, which has a history of high-profile political murders.

But a member of the pro-Kurdish group behind the stunt told Swedish newspaper Dagens Nyheter that the activists were trying to stand up for Swedish democracy – which was being “sabotaged” by Mr Kristersson.

The member of the group added that Turkey had not reacted in a way a democratic country should.

Enes Kanter Freedom has been an outspoken critic of Recep Tayyip Erdogan’s authoritarian regime in Turkey for numerous years now. The Turkish state has decided to deal with the former NBA player.

Kanter Freedom has been marked as a member of the Fethullahist Terrorist Organization/Parallel State Structure and is officially wanted by the Turkish government. He’s been placed on the Grey list of the Turkish Interior Ministry’s ‘Terrorist Wanted List’.

“That makes it so dangerous,” the player told The New York Post. “Before the bounty, Turkish intelligence was after the people on the list, but now everyone is after them because they want the money.”

Up to 10 million Turkish liras (~€490,000) are promised as a reward for those who give information that leads to the capture of a wanted person.

Turkey canceled Kanter’s passport in 2017 and tried to deport him from Romania. He has since become a US citizen and has been living in exile.

“I’m not the only one. There are so many innocent journalists, academics, athletes, activists, and educators on this list. Now their lives are in danger because of the Turkish government,” Kanter Freedom told Turkish Minute.

After a coup attempt in 2016, Erdogan has cracked down on his critics. Another professional athlete on the same list is footballer Hakan Sukur. Like the vast majority of Erdogan’s critics, he is also marked as a terrorist.

An incident involving Sukur happened not so long ago. Following an early goal by Morocco in the 2022 FIFA World Cup, Turkish commentator Alper Bakırcıgil mentioned that Sukur has scored the quickest goal in FIFA World Cup history. The commentator was taken off the air after the first half.

“I hope the world will open its eyes and put an end to Erdogan’s human rights violations,” Kanter Freedom said.

Kanter Freedom is a free agent now and hasn’t been picked up by any NBA team since February of last year. The player doesn’t seem to believe that he can return to the EuroLeague either.

“Don’t forget that I can’t enter Turkey and that Turkish Airlines runs the Euroleague,” he told Walla Sport last summer.
